Police crack burglary & bike lifting cases, kingpins nabbed

AALO, May 15: In a major breakthrough, the Aalo police have cracked a series of burglary and bike lifting cases in Aalo township and arrested two kingpins involved in the thefts.

Led by Aalo Police Station OC Inspector, Olik Tamuk, the police team in plain dress conducted a search operation and arrested the burglars, namely, Tabuk Tasing and Mon Bahadur Dorjee on May 13 night under Aalo PS Case No.10/15 U/S 457/380, C/No. 55/15 U/S 547/380 10C, C/No. 60/15 U/S 457/380. The police also recovered four bikes, four cylinders, 3 number of costly local brass metal utensils and local beads from their procession.

Tabuk Tasing, a native from Boleng, Upper Siang district is a habitual offender and was under judicial custody for a year and six months in the past in various theft and bike lifting cases. He was later released by the court after completion of the jail term.

Meanwhile, the district administration has appreciated the prompt action taken by the police and encouraged them to keep up the spirit of containing such unwanted element in society. DIPRO

Nepal appreciates Arunachal Govt

ITANAGAR, May 15: Nepal Government has expressed sincere gratitude to Arunachal Pradesh Government for extending humanitarian assistance to the earthquake hit people of the country.

In a letter addressed to Home Minister Rajnath Singh, the Assistant Chief District Officer of Jhapa said, “The neighborly, humanitarian and tangible support made by Nabam Tuki-led Government in this hour of crisis is highly appreciable. We are indebted by your sense of brotherhood and concern for the quake affected people”.

Arunachal Pradesh Government provided 1000 tents and other relief materials to earthquake hit Nepal which was received by Assistant Chief District Officer, Jhapa on behalf of the Government of Nepal on May 10.

The state government employees have also donated a days’ salary for quake hit Nepal. Various NGOs, group and individuals are also doing their bit to send relief to Nepal in their own small ways, informed an official release.

The state government reiterated its commitment to contribute in every possible manner to help Nepal restore normalcy, the release added.

RMSA teachers to join duty late

ITANAGAR, May 15: Annoyed with the non-payment of their two month’s salary for the vacation period, the teachers working under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) will be joining their duty on June 17 instead of June 1 as a mark of protest. The Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) claimed that the two month’s salary for the vacation period has never been paid to them since the inception of the project in the state, in its intimation letter submitted to the deputy state project director, RMSA.

Health and sanitation awareness camp

ITANAGAR, May 15: An awareness programme on personal hygiene and community sanitation was organized by Arunachal Pradesh State Council for Science & Technology at Rayang village, East Siang.

Yumbi Yomgam, Scientist B, who initiated the camp, highlighted the need to maintain personal hygiene with special emphasis on menstrual hygiene. She also spoke on the age-old taboos associated with menstruation and their negative impact on woman’s life. She encouraged adolescent girls to discuss freely on issues related to periods with their family while briefing on the facts behind menstruation.

While talking on disposal of domestic waste at homes, she suggested them to have separate dustbin for disposal of organic and inorganic waste at their homes.

She also sensitized the villagers of the benefits of environmental sanitation and asked the villagers to come forward at least once a month to clean their village. Such acts will not only keep diseases away but will also attract tourist and help in income generation, she added.

Anung Gamnoh, Senior Teacher of Govt. Higher Secondary School, Itanagar was the resource person, who emphasized of the need to adopt healthy habits for a disease free life. He gave emphasis on balanced diet, proper sleep, regular exercise, reducing stress and drinking enough water to remain healthy.

Belong Doni, Junior Accountant, APSCS&T, demonstrated the six steps of proper hand washing.

Adopting the values behind the awareness programme, village GB Goto Gamnoh has set up separate dustbin at his residence for domestic waste disposal and has also urged the villagers to do the same to start off the sanitation drive at their village.

Taining on scientific rice cultivation

ITANAGAR, May 15: Training on scientific rice cultivation was organized by state agriculture department in collaboration with ICAR, KVK Anjaw under National Food Security Mission (NFSM) at Walong in Anjaw district yesterday. Altogether 105 farmers including farm women and rural youth attended the training programme.

Addressing the programme, District Agriculture Officer C P Sharma called upon the farmers to adopt new farming technology to explore agricultural potentials of Anjaw district in maximum.

Khoisnam Naveen, Subject Matter Specialist (SMS) Agronomy, delivered a lecture on different aspects of rice cultivation and problems associated with it. He highlighted the importance on adoption of improved package and practices along with replacement of traditional seeds with improved HYV seeds for higher production.

Senpon Ngomle, Subject Matter Specialist (SMS) Plant protection, spoke on different problems of pests and diseases in rice cultivation and their ways to control. He asked the famers for adoption of bio-control measures and proper pest management.

T.T. Hai, HDO, Hawai, emphasized on cultivation of different horticultural crops. He urged the participant farmers to avail the benefit of agri schemes under agriculture department.

BJYM East Kameng writes to CE

ITANAGAR, May 15: The Bharatiya Janata Yuva Morcha East Kameng unit has alleged misappropriation in the awarding of PMGSY road from Khenewa to Nampe.

In its letter addressed to the Chief Engineer, ARRDA, RWD seeking tender re-evaluation, it claimed that the construction agency that was awarded for the road project is not eligible for the project.

Tagak exhorts party cadres to maintain team spirit

ITANAGAR, May 15: Bharatiya Janta Party (BJP), Arunachal Pradesh state president Tai Tagak today called upon the party cadres to maintain team spirit and promote vichar-dhara, aadarsh and prampara of the party in every nook and corner of the state.

Addressing the Papum Pare district party workers Sammelan after inaugurating the new office of Papum Pare district party unit in presence of large number of BJP leaders at Doimukh, he said, “We have to perform, deliver and carry out our responsibility”. He further added “the situation in Arunachal Pradesh has become as if there is BJP government in the state with the ruling Congress busy in organizing rallies throwing allegations on the BJP with unfounded and unrelated issues of state interests rather than running the government”. The mandate given by the people of the state has not been honoured, he added. The party workers should remain prepared to shoulder responsibility if any eventuality fall upon and protect the wellbeing of the people of the state, he said. He called upon the party workers to strictly maintain party discipline adding that no indiscipline will be tolerated.

The state BJP president has also called upon the party cadres to reach out to the last man in the villages during the ongoing Maha Sampark Abhiyan. He informed that the second phase of the year-long celebration of its Sanghathan Parva- 2015 started from May and will continue till July next.

During the period the party would organize Melas at every Assembly constituencies and highlight various ongoing development projects and welfare schemes of the Central Govt including recently launched social security schemes- PM Jan Dhan Yojana, Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY).

ITANAGAR, May 15: The R K Mossang Memorial Society in association with the 42 Assam Riffles has organized a HIV/AIDS blood test cum health check up camp under targeted intervention programme on migrants at Chamro village, Jairampur circle in Changlang district recently.

All the villagers and labourers of nearby tea gardens attended the camp wherein a team of Army doctors offered free health check up.

ANYA condemns police assault on youth

ITANAGAR, May 15: All Nyishi Youth Association (ANYA) Papum Pare Unit strongly condemned the physical assault of one Tana Tamar from Doimukh allegedly by police on May 13 for not carrying documents of his car.

He was physically assaulted for the reason that he did not carry or forget to carry documents of his car with him, alleged ANYA in a release. He could have been challenged or taken action as per the provisions in the laws, if he violated any law, ANYA said.

But physically assaulting a common man is uncalled for unwarranted from a department meant for public safety.

“This kind of heinous act on public by police, who are said to be the protectors of laws, is very unfortunate which deserves condemnation from all sections”, stated ANYA, and demanded action against those erring police personnel.

The victim is currently undergoing treatment at a town hospital, informed ANYA.

APOPAC meeting held

ITANAGAR, May 15: The first meeting of the Arunachal Pradesh Oil Palm Advisory Committee (APOPAC) was held in the Chief Secretary’s conference hall here today.

Speaking on the occasion, Agriculture Minister Chowna Mein, who is the Chairman of the APOPAC, advised the Oil Palm developers to accelerate the pace of their activities. He also requested them to involve local administration, unemployed youths, Panchayat leaders in the process of selection of farmers.

While responding to the some of the issues raised by the agriculture department concerned, Chief Secretary Ramesh Negi advised the departmental officers to initiate mass awareness in the identified districts. The CS also emphasized on the necessity for convergence of activities of other departments/agencies while dealing with land based activity for the effective implementation of the ambitious programme. He also advised to explore possibilities of availing NABARD assistance in Oil Palm development programme.

Earlier, the agriculture department briefed the members about the initiative so far taken by the state Govt for Oil Palm cultivation in the state and private oil palm developers viz, Ruchi Soya Industries Ltd, 3-F Oil Palm Agrotech Ltd and Sivasais Oil Palm Ltd also informed the members about the progress of oil palm activities in Changlang, Namsai, Lower Dibang Valley and East Siang districts.

Responding to some of the problems being faced by the department in implementation of the programme as per the guideline of National Mission for Oil seeds & Oil Palm(NMOOP), Dr. Anupam Barik, Additional Commissioner (Oilseeds), Union Ministry of Agriculture, assured to take up the issues with appropriate authority. He also expressed his satisfaction to observe that the Oil Palm cultivation programme is moving in a right direction in Mizoram and Arunachal Pradesh.

All committee members besides MLAs Chow Zingnu Namsoom and Gabriel D. Wangsu and a seven-member delegation of Solvent Extractors Association of India also attended the meeting, according to an official release.

Society demands arrest of absconding accused

ITANAGAR, May 15: Tamin Elite Society (TES) today urged the authority to nab alleged absconding accused, Lezen Gyadi, who was allegedly involved in SE Rupa assault case. In a press statement, the society expressed displeasure that despite 10 days passed of the incident, the authority failed to nab the accused. Condemning the incident, the society also demanded for exemplary punishment of the accused involved in SE assault case. It also expressed dissatisfaction over the statement made by the family members of the accused in which it claimed that the incident occurred due to professional misunderstanding and not to communalise the incident. TES termed that statement baseless claiming that incident happened due to leakage of official secrecy of tender progress report by accused Yakum Loyi, Junior Engineer Seppa Division. It also claimed that the statements are confusing the innocent readers. Further it demanded the M/S Kaushal Sharma firm to be black listed.

ICDWA opposed to planetarium

ITANAGAR, May 15: Along with many others, The Itanagar City Development Welfare Association (ICDWA) too is opposed to the construction of planetarium at IG Park. In its letter written to the Chief Secretary, it has sought immediate shifting of the work to some another location.

Corruption is root cause of financial crisis

After lot of criticism, even though late, finally the government of Arunachal seems to have realized the need to rein the financial mismanagement. Even though a tiny step, state cabinet, yesterday decided to enhance the contribution to consolidated sinking fund. This will enlarge the coverage of the sinking fund for following committed liabilities – old and new pension schemes, final withdrawal from GPF, invocation of state guarantees and repayment of high cost loans. Earlier government was contributing Rs. 20 Cr. per year for the last 3 years. The cabinet has enhanced the contribution to Rs. 300 Cr per year by contributing 25 Cr per month.

The sinking fund account which is maintained with Reserve Bank of India helps state government to earn very good amount of interest. However government will have to take more urgent as well as long term steps to ensure financial stability in the state. Misutilization of funds is one of the main reasons for the present crisis. Therefore, state government should ensure that funds are not misused by the concern departments. Today Arunachal has acquired the reputation of being a very corrupt state. Everyone knows that due to rampant corruption, state is currently battling serious financial crisis. So, government will have to take some step to curb down the corruption. Also the Arunachal government should explore the possibility of generating more revenue of its own.

AAPSU need to regain the lost glory

Dear Editor,

The All Arunachal Pradesh Students Union (AAPSU) was once upon a time a very popular student’s organization. Today people prefer organizations at the community, district level & others rather than the AAPSU. Also the loyalty of the students is switched towards their respective community and district level bodies. There are various reasons but I would like to emphasize on a particular problem.

One of the reasons is non-representative character of AAPSU. As the nomenclature states ‘All Arunachal Pradesh’, but today it do not represent every region of the state. The main executive bodies are captured by the students from a particular region. Therefore today AAPSU’s influence is only in and around capital complex only.

To make it more representative and democratic in nature AAPSU need to provide ample opportunity to the students of various region to serve the state through the apex student body. A sense of responsibility and duty will sprout in their mind. A solution has been given below.

SOLUTION

The key posts should be rotated all over the region in groups as shown below.

1. Group A- Tawang, West Kameng and East Kameng

2. Group B- Papum Pare, Lower Subansiri, Upper Subansiri, Kurung Kumey and Kra Daddi

3. Group C- East Siang, West Siang, Upper Siang and Lower Siang

4. Group D- Lohit, Dibang Valley, Lower Dibang Valley, Anjaw and Namsai

5. Group E- Tirap, Changlang and Longdhing.

Provision for Reservation and nomination of posts should be adopted because minority tribal students in above mentioned groups cannot be represented through direct election. Although AAPSU is not a tribal student’s union but Arunachal is a cent percent tribal land. Non- representative character of AAPSU is also a reason for mushrooming of students unions. There is need to regain the lost glory.

I would like to appeal all the students of the state to ‘Boycott’ next AAPSU election if it is not made a total representative body.

Raise issues relevant to Students

Dear Editor,

First of all I would like to thank AAPSU for pursuing the issue of increasing age limit for appearing in APPSCCE and issue of change in education qualification for the post of Treasury officer and Finance and Account officer. Many students union are there in our state including AAPSU but they seldom raise the issue of student matters and mostly engage in political matter which is out of comprehension for common public. That’s way people and student are losing faith in students union for they are acting more like political party rather than well wisher of the student community.

We never heard of any student union giving Bandh call on the issue of illegal appointments, non-payment of student’s stipend etc.

Public and students would also support APPSU on political issue , if they also fight for the students welfare.

This kind of gesture and act of AAPSU would restore people’s faith in student union in general and AAPSU in particular.

Lastly, I appeal to AAPSU to keep pursuing the above mentioned issue till it is agreed by the government.

Check speed limits

Dear Editor,

Tata Winger drivers of Pasighat- Itanagar route are reckless and they do not realise the danger that they pose to the passengers.

Day before yesterday, an accident occurred with one Tata Winger bearing Reg no.AR 09 6260 of Itanagar-Pasighat route, in Pahumara, Assam where my brother's family got injured.

Fortunately, all passengers were safe but with some injuries. Now, in spite of repeated accidents with Tata Wingers, why are authorities not checking the speed limit of these vehicles which are plying between Pasighat and Itanagar in excess speed?

If reckless driving and speeding vehicles are not checked, it could be fatal and dangerous for the innocent passengers of this route.

Drivers are always in a hurry in order to do two trips in a day between Pasighat and Itanagar which is the sole reason for repeated Tata Winger accidents. Tata Winger should be allowed to run only one trip between Pasighat-Itanagar routes so as to avoid the rush among drivers.

Therefore, it is my sincere appeal to the government as well as private transport authorities to issue guidelines for safe driving practices among drivers of Tata Wingers to avoid accidents and to save many precious lives of innocent passengers.

Intelligence bureau targets PR leader

Locals allege ZPM cornered for helping Army molestation victims

ITANAGAR, May 15: Three residents of Tarasso circle bordering Assam have been wrongly implicated as alleged members of underground group by intelligence agencies.

Assistant Director, SMAC, SIB, Guwahati under the Ministry of Home Affairs (MHA) has sent out a “secret” letter to Assam police, army, BSF, CRPF, SSB and other intelligence agencies sharing details in this regard.

As per the letter, a copy which is available with this daily, SIB Guwahati has linked Tarasso ZPM Nabam Eka and two other local citizens with National Liberation Council of Taniland (NLCT) group. “It is learnt that one Nabam Eka, ZPM of Tarasso is planning to reunite ex-cadre of NLCT to create law and order problem along Assam-Arunachal boundary”, read the secret documents of MHA. “According to an input Arunachalee miscreants including ex-NLCT have plans to target Assam Forest Officials or supporters of CPI (ML) if later they try to enter into their dominated areas. The cadres are presently waiting in different Nyishi dominated villages under PS-Seijosa, East Kameng district and PS-Balijan, Papum Pare”, the report further read.

The notice of MHA has sent shockwaves among the people of Tarasso circle. Many believe that ZPM is being targeted by security forces for reporting to the authorities about the recent incident of sexual abuse of local women by army personnel.

On April 6 this year when army jawans molested the three women during night hours, ZPM Ekka being the local Panchayat leader had helped the victim to lodge police complaints against the army. Locals alleged that ZPM is being targeted for his act.

“By issuing this notice, security forces are making ground to book ZPM along with two local Tarasso residents under Armed Forces Special Power Act. They are being punished for exposing the wrong doing of security forces. If anything happens to our innocent people, the security forces will have to take the blame”, said one resident of Tarasso while talking to daily. While reacting to the alert notice, ZPM Nabam Ekka has termed it as unfortunate.

“This is totally fabricated and false. There is no iota of truth to establish my connection with any underground elements within Arunachal or outside. I have no link with any UG groups. As an elected Panchayat leader, I always advocate for peace and harmony amongst the people living along Assam-Arunachal border”, Ekka stated.

Ekka is reported to be a fierce opponent to any act of encroachment by Assam forest officials along the Assam-Arunachal border.

Further he has written to DGP Arunachal police expressing fear for his life and seeking protection. Meanwhile All Arunachal Pradesh Students Union (AAPSU) has also written to MoS Home Kiren Rijiju to look into the matter and quash the baseless allegation leveled on an elected Panchayat leader.

Modi failed to raise key issues with China: APCC

ITANAGAR, May 15: Arunachal Pradesh Congress Committee (APCC) took strong exception to the depiction of Indian map without showing Arunachal Pradesh and Jammu and Kashmir by China’s state owned television CCTV while reporting on Prime Minister Narendra Modi’s visit to China on May 14.

Arunachal Pradesh is an integral part of India and the omission of the two states from the Indian map that too during the Indian Prime Minister’s on-going visit to China is an insult not only to the Indian PM but also to the whole nation and Arunachal Pradesh in particular, stated APCC in a release.

Saying that it has filed objection officially to the erroneous act, the Congress Party questioned if the Prime Minister would raise the issue strongly with the Chinese leadership.

APCC also expressed dismay over the stoic silence maintained by the BJP over the controversy sparked by the Chinese television that has put a big question mark on the territorial integrity of the nation.

“BJP should come out of its dual nature of throwing allegations on the ruling party in the state and protest instead of urging upon its central leadership to portray a strong stand over the integrity of Arunachal Pradesh during the high profile visit of the Prime Minister to China besides calling for a helping hand to the state government by the Center in developmental projects and welfare of the people”, stated APCC. In another press statement, APPC President Padi Richo said that the three-day visit of Modi to China has turned the expectation of the people of North-East India particularly Arunachal Pradesh, into a nightmare.

Modi failed to raise critical issues including border trade, stapled visa, hydro power dams etc.

Why is Modi keeping mum with the issue of Stapled Visa repeatedly issued by Chinese authorities to the people of Arunachal, questioned APCC President Padi Richo. The party president said that Modi had promised to solve the stapled visa issue once and for all, if BJP is voted to power, during his visit to Pasighat before the Lok Sabha election.

“He has been promulgating about strengthening border roads and infrastructures. Modi had forgotten that Asian Development Bank and World Bank are reluctant to fund any agency executing these projects due to China’s obstruction. He had failed to talk about this issue as well”, said the APCC president.

In the 24 agreements signed, not a single MoU related to border trade of these two nations was in the list, said Richo.

Arunachal is the gateway which is conducive for these two nations to trade fairly. India cannot talk over border trade while failing to address the setting up of international border routes with China, he said.

India has only one pass (Nathula pass) in Sikkim which is allowing a limited trade participated by 100 odd businessmen, between India and China.

Richo also alleged that Modi has turned a deaf ear to the ongoing construction of hydro power dams by China on the middle reaches of the Brahmaputra, (known as Yarlung Zangbo in China).

The APCC president was also confused whether Modi’s visit to China will boost the ties between the two neighboring countries or China-Modi or China Gujarat.

Orgs. oppose change in executing agency

ITANAGAR, May 15: Casting apprehension that change of implementing agency from Urban Development and Housing Department to Sports and Youth Affairs (S&YA) Department for the construction of Outdoor Stadium at Aalo, West Siang district involving an amount of 24.38 crore under SPA, could be a brazen attempt to embezzle the fund, the All Galo Students’ Union (AGSU) and Paktu Ao Youth Welfare Association (PAYWA) today vociferously opposed the move by the Planning department.

In a joint press conference held at Press Club today, AGSU President Jorik Bagra informed that Planning Secretary Sonam Chombay had written a letter in favour of Sports and Youth Affairs (S&YA) Department to Advisor North-East NITI Aayog on 19th January 2015, requesting for change of implementing agency of the said project (Outdoor Stadium at Aalo) including of Tezu in Lohit. In his letter, Secretary Planning cited the reason for seeking as administrative and technical convenience without specifying the valid reasons for change of implementing agency, Bagra said.

“We strongly oppose the govt’s attempt to change the implementing agency of Outdoor Stadiums at Aalo”, asserted Bagra, claiming that attempt is not only illogical but also absurd.

Both organisations had called on Union Minister of State for Home Kiren Rijiju and Advisor NE NITI Aayog BK Pandey and submitted joint memorandum seeking to revoke the said letter and allow UD Department to execute the project on March 9, 2015, AGSU President added.

Bagra questioned the state planning department’s decision behind changing of the implementing agency saying that Sports and Youth Affairs department is inexperienced and not technically sound to implement such project, as it is already listed in non-works department by the state government.

Subsequently, Advisor NE NITI Aayog BK Pandey sought the reasons for requesting of change of implementing agency from Secretary Planning on 11 March 2015 to which Secretary Planning is yet to reply, he claimed.

Bagra further expressed surprise that despite thestanding order notified by Chief Secretary on March 3 2015, no change in implementing agency for any case of central sector projects such as SPA, NLCPR, and NEC and RID, the department of Sports and Youth Affairs had violated the order by publishing Notice Inviting Tender on March 30th 2015 against the said project.

While releasing the SPA approved funds the Planning Secretary on 30th March 2015 laid down conditions that no change in implementing agency will be considered.

The organisations claimed that the department not only violated the Chief Secretary and Planning Secretary order but also grossly violated Central Vigilance Commission guidelines.

“Stadium is a permanent structure and we cannot compromise with the quality of work”, added the organisations while questioning that how come non-works department like Sports and Youth Affairs can assure quality of works. It also condemned the NIT published by the department (Sports and Youths Affairs) against Outdoor Stadium of Aalo, Tezu and Chimpu saying that all project cannot be amalgamated.

Earlier, in the day, the organizations also submitted a copy of memorandum to the Chief Minister and Chief Secretary seeking immediate revocation of NIT vide Order No. SYA/E882/SPA (2013-14) Dated Itanagar 30/04/2015. The organizations threatened to launch series of democratic movement besides seeking legal assistance if the govt fails to fulfill their demands.

Land owners miffed by non-payment of compensation

ROING, May 15: Non-payment of compensation for Roing-Hunli-Anini road construction by the district administration is causing a stir amongst land owners. Inaugurated by the Governor, the road construction under the BRTF had commenced on November 25 last year.

"In a meeting between the administration and the land owners of 6-16km point, we were assured of compensation by the Government, and so we had agreed to allow construction work given that the said compensation is paid on time", said a land owner. However, reportedly, no compensation has been paid till date, while the work on the road is progressing rapidly.

As per reports, Commander BRTF 752 has already deposited the approved total amount of compensation with the DC Roing as on 12 February 2015, but no compensation has been released by the office yet. "The administration has been insisting that payments will be made only after approval of release by the Government, for which the case has been pending since December last", informed a land owner.

Meanwhile, the landowners have given an ultimatum of ten days to the administration for the release of the compensation, failing which they will put a halt to the construction work on the road.

NAAC team concludes RGU visit

ITANAGAR, May 15: The eight-member National Assessment and Accreditation Council (NAAC) Peer Team today concluded its assessment visit at the Rajiv Gandhi University.

At the exit meeting organized on campus, which was attended by the visiting team as well as faculty members and officers of the RGU, the Chairman of the Peer Team, Prof. AK Bhatnagar, former Vice Chancellor of Pondicherry University, expressed that, because of its strategic and geographical location, the RGU had a special character being the lone University in the State. Sharing the team’s observations, he noted that in spite of the constraints the University has been able to develop progressively. Giving a detailed analysis of the parameters under which the evaluation was carried out, he shared that while the RGU has indeed been able to make various achievements, there are also areas where proactive initiatives need to be taken up in order that the RGU reaches new heights.

Speaking on behalf of NAAC, Assistant Adviser BS Ponmudiraj thanked the Peer Team for their contributions in the successful and timely completion of the evaluation process and said that for all the members it was indeed a pleasure to be able to visit the campus and interact with its fraternity.

RGU Vice-Chancellor Tamo Mibang, in his address assured the visiting team that the RGU will fulfill all the suggestions and recommendations that were made by it within the next few years as it improves financially.

The Chairman of the team later formally handed over the report and recommendations to the RGU Vice-Chancellor. The result of the accreditation process is expected to be declared after a month.

Prof. Amitava Mitra, Coordinator of the Steering Committee also spoke on the occasion and shared about the University’s own internal process of self-assessment and reporting that led to the NAAC visit.

It may be recalled that the NAAC Peer Team, which also included members Prof AK Pattanaik (former Vice Chancellor, Utkal University of Culture), Prof AK Das (former Vice Chancellor, Kalyani University), Prof. Chandana Goswami (Dept. of Business Administration, Tezpur University), Prof. C Naseema (Former Dean, Faculty of Education, University of Calicut), Prof. Suresh Chand (Devi Ahilya University) and Prof. AK Rath (Veer Surendra Sai University of Technology) had arrived here on 11 May last as part of RGU’s second NAAC evaluation after the last evaluation was done in 2002.

Google in talks with Arunachal for Chromebooks

New Delhi, May 15: Global tech giant Google is in discussions with the Arunachal Pradesh government to run a pilot for deploying Chromebook laptops for school students.

The pilot is proposed to be run in schools in two cities - Itanagar and Ziro. "We are in discussions with Arunachal Pradesh for giving Chromebooks to students as part of our focus on the education sector. Chromebooks along with Google Apps for Education can play an important role in helping students create, collaborate and learn," Google Global Product Manager Chrome OS Smita Hashim told PTI.

Also, with Chromebook Management Console, administrators can manage the Chromebooks from a computer or phone, and over a period of time, reduce school's maintenance and software costs, she added.

Chromebook is a laptop running Google's Chrome Operating System. The devices are designed to be used primarily while connected to the internet with most applications and data residing "in the cloud".

The company is also in discussions with other states for similar partnerships.

Hashim, however, declined to offer further details.

Meanwhile, Google announced the launch of a Chromebook range in the country targetted at the education sector.

The XOLO Chromebook will be available in the next few days on Snapdeal at Rs 12,999, while the Nexian Air Chromebook is available on Amazon at the same price.

In the coming months, Chromebooks from ASUS (Chromebook Flip and C201) and Samsung will be available on local retailers.

Asked how the device will work in remote corners of the country where connectivity is a major hindrance, Hasim said since launching Chromebooks in India, Google has been working on the issue.

"We have been working to ensure that Chromebooks work in an environment where connectivity can be spotty and many people's first experiences with technology are through a phone rather than a laptop," she added.

Hashim said a lot of applications like Google's Drive and Gmail as well as others like VLC player are being made available offline so that they can be used without being connected to the internet. PTI

Meet on Arunachal Pradesh vision document 2030

ITANAGAR, May 15: The first meeting of the Committee of Secretaries constituted in connection with the preparation of Arunachal Pradesh Vision Document-2030 was held today in the Conference Hall of Planning Department under the Chairmanship of Chief Secretary today.

It was decided that the Vision should aim for completion of the incomplete part of the Millennium Development Goals and taking cognizance of the Sustainable Development Goals (SDG) of the United Nations – particularly their spirit in terms of human welfare. The internal and external security challenges must be clearly spelt out and the consequential special developmental challenges that the State has to face and particularly so in the next 15 years. In the process tradition and modernity will have to be sensibly balanced.

The Committee suggested that the Vision Document must give a clear picture on the developments made by the State since the Union Territory days and after gaining Statehood till 2014.

Sonam Chombay, Secretary, Planning made a presentation on the tentative chapterisation of AV 2030 as suggested by the Steering Group.

While initiating the discussion, Chief Secretary, Ramesh Negi expressed happiness on the broad framework reflected in the chapters of the AV 2030.

While preparing the Vision, the Committee felt that the aspirations of the people of the State must be taken into account.

The Sub Committee of Secretaries have been asked to prepare the sectoral vision based on the consensus arrived in the meeting. The next meeting is scheduled early next month.(DIPR)

Parl. Secy. for timely completion of projects

PASIGHAT, May 15: Parliamentary Secretary (Urban Development and Housing, Town Planning, ULB and Land Management) Techi Kaso instructed the officers to move fast and try to complete all the ongoing developmental projects timely.

During his unannounced visit to Pasighat to oversee the development activities, Kaso today visited outdoor stadium, shopping complexes, women hostel etc and expressed happiness over smooth progress of works.

Later in a development meeting at PMC conference hall, Kaso took stock of developmental activities being carried out by Pasighat Municipality.

Kaso said CM Nabam Tuki led government was keen on accelerating the pace of development in the state. Pasighat has shown its ability translating developments into reality, utilizing government funds judiciously, he said.

Government would be in better position to strengthen the Urban Local Bodies (ULBs) for creation of manpower as well as infrastructures soon. Councilors have to fulfill the entrusted duties to meet the people’s aspirations besides bringing mass awareness for revenue generation and making the historic town clean and beautiful, said Kaso. He instructed the municipal body to keep a constant eye on encroachment and suggested them to prevent any such attempt in the primary stage with the help of district administration. He further suggested for proper demarcation of all government and private lands properly to avoid future complicacies.

He also distributed certificates to the youths who have completed the computer courses, sponsored by PMC.

Earlier, the Chief Councilor Denong Tamuk while presenting a detailed report of achievement explained how the councilors are working tirelessly for development of their respective wards/segments.

Tamuk urged the Parliamentary Secretary to provide necessary fund for construction of PMC office building. The DPR for maintenance of drains and sector roads has already been placed for approval by the government. He also proposed for sanctioning atleast 30 sweepers/contingency staff for PMC at the earliest. Presently, there are only nine sweepers with the PMC, he informed. He also requested Kaso for two new trucks and required Tata mobiles for collection and disposal of garbage on regular basis. Only one vehicle out of the three old vehicles of the PMC is on running condition, he informed.

ZPC Kaling Dai also expressed concern over encroachment of government land and termed it a serious threat to future development.

MEO Nixon Lego informed that 95 urban poor youths were provided diploma in computer application under ‘Skill Training for Employment Promotion’ while four women self-help groups were provided subsidy for self employment generation under Urban Women Self Help Programme. Further, four educated women were appointed as Community Organizer under Urban Community Development Network and they are conducting survey on urban street vendors and forming women self help groups, he informed. ITANAGAR, May 15: Bharatiya Janata Party (BJP) President Amit Shah called upon the party leaders and workers to keep themselves away from making any controversial remarks/comments to media on internal party matters and maintain decorum and healthy practices of the party even in social media.

Stressing on proper media management at a workshop conducted for media managers of the party in New Delhi yesterday, Shah said that the responsibility of the party towards the nation has increased manifold ever since it formed government at the Centre. There will be more challenges ahead before the party, he said and reminded the media managers of their roles and responsibilities in managing party affairs.

“We should remain alert and up-to-date with the party programmes and activities and rightfully exhibit and ventilate the public concerns and measures taken up by the party making the party alive in all fronts”, he said.

The workshop decided to organize state level workshops across the country to strengthen healthy media management besides media awareness programmes amongst the party workers and leaders.

The workshop attended by Spokesperson and Media Conveners of all the States held threadbare discussion on media management, especially in view of the party’s ‘Sangathan Parva’ year 2015.

State Vice President cum Media Prabhari, Techi Necha, Chief Spokesperson RK Khrimey and State Convenor (Media Cell) Nabam Mavan attended the workshop from Arunachal Pradesh.

State for value addition of Bamboo products

ITANAGAR, May 15: The state government is contemplating to venture into the field of value addition of bamboo based products in the state, said Arunachal Pradesh Bamboo Resources and Development Agency (APBRDA) chairman Chow Zingnu Namchoom today.

Speaking during the inaugural function of month long Skill Development Training Programme on Innovative Bamboo Handicraft and Furniture Making here at Poma Bamboo Processing Centre, Namchoom said, “The state government under the leadership of Chief Minister Nabam Tuki is contemplating to venture into the field of value addition of bamboo based products in the state to tap its abundant resources that is found in every districts”.

While informing that the requirement of bamboo products is increasing day by day, he urged the trainees especially to the youths to engage themselves by opening bamboo industry for their sustainable livelihood.

Apart from handicrafts, the Namsai MLA said that the agency also looking for improvement in other bamboo products like charcoal, paper mills, ethanol oil etc. APBRDA vice-chairman Yora Tagung stressed that the bamboo plantation and industry should go hand in hand to make it viable to the products and generate income.

While assuring the Poma villagers to give assistance for the growth of bamboo industry, he told that the state government is soon planning to establish bamboo nursery for which he sought for free land donation from the villagers. Tagung further advised the trainees to impart training to the villagers after accumulating knowledge from the month long training programme that begins today.

State Forest Research Institute (SFRI) DFO (silviculture), Chuku Loma exhorted the participants to make innovative handicraft with the available resources and improvise it so that the demand in the market can go higher. The DFO also called for integrating economy with bamboo products so that it can become income generation avenue in long run.

SFRI scientist RK Taj, who is also the nodal officer for training, appealed the participants to make good use of the training programme for their sustainable income generation. He briefly highlighted about the different species of bamboo use for different purposes, its availability and its economic return.

Poma ASM Techi Ana informed that the bamboo processing centre which was setup in 2009 with the support of former Governor General (Rtd) JJ Singh has been imparting training to various people with small resources. She also sought help from the APBRDA for its upgradation.

More than 30 trainees from different areas are participating in the month long skill development training with the help of trainers from Guwahati and Basar.
